The smaller option has a clear capacity trade

That is a reason for riders with a smaller load or concerns about bulk to investigate it, not evidence that it fits every shorter rider or belongs to one gender. Torso length, jacket construction, helmet shape and the riding position all influence how a loaded backpack sits. Trying it over ordinary clothing alone leaves several of those variables untested.
A useful showroom comparison
Pack your normal cargo into each candidate and avoid filling spare volume just because it exists. Fasten the straps, sit in your riding posture and turn your head as you would for a shoulder check. Then compare the practical routines: removing the bag, getting the computer out and returning small items to their places.
