List the load the bag must carry and the conditions it must handle. A commuter might need a laptop inside a protective sleeve, lunch and reliable dry storage. Separate required functions from appealing extras. If you never carry office shoes or a helmet after parking, those dedicated features need not determine your purchase. The goal is a complete, usable kit with as few unnecessary parts as possible.

Oxford's Aqua V20 offers a useful baseline for a straightforward dry-storage brief: a 20L roll-top backpack with welded waterproof construction and a separate water-resistant external pocket. That does not make it a universal budget winner; it makes the feature trade-offs easier to identify.
If your load needs only one dry compartment, a more elaborate organizer system may add little value. If you retrieve small work items repeatedly, a simple compartment plus several purchased pouches may be less convenient than a bag with the right built-in organization. Compare the complete arrangement in both cases.
Give fit and serviceability real value

For an occasional bulky trip, compare borrowing or using suitable existing bike luggage with the cost of a much larger everyday backpack.
